Good news for European producers and distributors of alcoholic beverages: RM Boulanger is now offering a new strategic service for industry professionals looking to export to Belgium while maintaining the benefits of the suspended excise duty regime.
A solution for customers without a Belgian excise number
Until now, selling alcoholic beverages under duty suspension to Belgian professional clients without an excise registration — such as bars, hotels, restaurants, or wine shops — was highly complicated. Without a local excise number, these businesses could not legally receive goods under the suspended excise regime. As a result, the French supplier had to pay the excise duties in France, reducing their profit margin.
RMB, an authorised registered consignee
To address this issue, RMB has obtained a special accreditation from the Belgian administration, allowing it to act as a registered consignee. In practice, this means the French supplier can now issue an electronic administrative document (e-AD) using RMB’s Belgian excise number, keeping the suspended duty regime in place.

Streamlined logistics, full compliance
The process is straightforward: the goods are delivered directly to the Belgian end customer, even if they don’t have their own excise number. RMB then handles the e-AD clearance, release for consumption in Belgium, and payment of excise duties to the Belgian authorities. French suppliers benefit from greater flexibility while remaining fully compliant with European regulations.
