In accordance with Regulation (EU) No 2023/1542 on batteries and waste batteries, a new role will come into effect on 18 August 2025: that of the Authorised Representative for Extended Producer Responsibility (EPR) for batteries.
What is it about?
From 18 August 2025 onwards, any producer or seller of batteries not established in France will be required to appoint an EPR Authorised Representative to fulfil their regulatory obligations within the French market. This requirement is set out in Article 56 of the Regulation.
Example: A company based outside France that sells batteries, or products containing batteries, via distance selling to individual consumers in France, will be obliged to appoint an EPR Authorised Representative in order to continue selling on the French market.
What does the Authorised Representative do?
This representative acts on behalf of the foreign seller with the relevant approved Producer Responsibility Organisation (PRO), such as Corepile, and is responsible for:
Registering with a PRO in their own name but on behalf of the non-French seller,
Preparing and submitting periodic EPR declarations, detailing the volumes of batteries placed on the French market,
Paying the eco-contributions owed to the appropriate PRO.
Battery categories covered
Batteries are classified into five categories by the PROs:
Portable batteries (weighing less than 5 kg)
Automotive batteries (used for starting, lighting or ignition – SLI)
Electric vehicle batteries (EV)
Medium batteries for light transport (MTL, < 25 kg)
Other industrial batteries
