Mandatory survey for
EU exchange of goods declaration (Intrastat) - arrival and dispatch flows

From September 2022, companies required to declare the statistical part of the exchange of goods declaration (DEB-Intrastat), also known as the statistical survey or "EMEBI", will receive a letter from the French administration.

In this letter, the French administration will inform businesses that they are part of a "sample" of companies subject to this obligation for intra-Community arrivals and departures that will be carried out in 2023.

Should you receive this letter, contact us as soon as possible so RM Boulanger can assist you in this process. Indeed, the "EMEBI" statistical survey is mandatory for companies that are part of the sample retained by the administration and the delay, absence or inaccuracy in the response to this survey is punishable by a fine of up to 1500 euros in the event of recidivism.

Below is an example of the letter that your company could receive from the DGDDI (Customs) and the DNSCE (Department of Statistics and Foreign Trade).
